HTTP Error 403.16 - Forbidden on IIS 8.0

I configured IIS to require SSL and Client Certificates. In the browser, I am prompted to select a valid client certificate. When I do, I get the 403.16 with: Most likely causes: •The client certificate used for this request is not trusted by the Web server. The root of the certificate is in the Trusted Root Certificate Authorities on the web server (a windows server 2012 hyper-v virtual machine). I enabled CAPI2 diagnostics and SCHANNEL diagnostics on the server and their are no errors reported (information output below). I do not have this issue on my local windows 8 IIS and don't know what could be different that would cause this.
