Changing the World Wide Web Publishing Service user account

Hi, I have been told to change the user account associated with the World Wide Web Publishing Service to a domain user that has been configured as a local admin account.  I saw the dependencies that were listed and when trying to use the same user for the"Windows Process Activation Service"  I get an Error 1297 stating that the account doesn't have the correct privileges. After a bit of Goo...Bing'ing I saw that the user would need to be added to "Adjust memory quotas for a process" and  "Replace a process level token" which I have done but I am still unable to start the dependent services.  What else should I do to be able to make this work?
