FTP Over TLS is not working

I am creating FTP Site and it is published over the internet and it is working fine as plain text . I need to make it secure and i tried to make FTP Over TLS and I use self signed certificate and Godaddy certificate but when the client is connected from the internet it gives that handshake failed . Please help urgently
