IIS out of ProcessPooled application is missing

Hi,

I am migrating my classic ASP application from windows server 2003 (IIS 6) to windows server 2012 (IIS 8.5).

I am using ActiveX exe in ASP webpages which is 32bit. I think it is out of process component.On 2003 server there is com+ utility named 

'IIS out of ProcessPooled application'.I think it is helping application to run properly.But in new IIS 8.5 there is no such utility.

My application is not running and giving error as 'Permission Denied:Create Object' .

Can someone has information related to this? and what i need to do to get my application running on IIS 8.5?
