Granting non admins rights to stop & start sites in IIS 7 (windows 2008)

Hello,

I first posted this question to the social.technet.microsoft.com forums, and I got a reply that I should instead post it here:

I am trying to figure out how to grant windows users / groups the ability to stop and start sites in IIS 7.0.  These users are not administrators on the server.

I've already granted rights to the sites via "IIS Manager Permissions" for each website, but the users say they are unable to stop and start sites.

Is there any way to do this?
